I'm working on an assignment where I have to incorporate aspects of funding for military projects. Where can I find out how a military research project gets funded by the government and what legislative steps are involved?

In other words, what is the difference between the bill President Bill Clinton signed into law in 1995 (the so called “Dickey Amendment”) which makes it illegal for Federal money to be used for research where stem cells are derived from the destruction

The difference is 5 years of research that didn't seem to be going anywhere, yet had some possible ethical problems.
